What would an examiner actually check first?

Which obligation attaches at KYC intake, and when does counsel need to decide?

I’d push back on treating this like a pure “which obligation attaches” puzzle. In my last review, the first thing anyone asked for was the intake trail: who approved the exception, what screening ran before data was acted on, and whether counsel had already signed off on the decision path. If the file is thin there, the legal theory comes second.
